Latino Population Growth, Native Out-Migration, and Public School Financing

In this paper we explore the possibility that the in-migration of Latinos into communities stimulates out-migration of other populations - particularly white and nonpoor ones - in ways that alters locales' underlying economic capacity and affects revenue streams to local schools. Specifically, we use a panel file on school district finances and demographic characteristics of the residential populations they serve from 1980-2010, to test the interrelationships between Latino in-migration, white out-migration, and school district resources. This study has implications for the educational incorporation of Latino youth, particularly in the fast-growing and rapidly-changing new destination areas.
